Job Description and Proposal for Student Intern (Spring semester)
Description of the Project: The
Department of Housing is a public housing agency, which is a Department
within the Town of Chapel Hill. The Department owns and manages
336 apartment units in 13 scattered
sites throughout Chapel Hill and Carrboro. The operation, maintenance
and capital improvements are federally
financed through the U.S. Department of Housing and Urban Development
(HUD). As a requirement of these
Federal funds, we must be in compliance with the Section 3 provisions
of the Housing and Urban Development
of 1968 (12 U.S.C. 1701u) (section 3) and Section 504 of the Rehabilitation
Act of 1973. The purpose of the
Section 3 provisions is to ensure that employment and other economic
opportunities generated by HUD
financial assistance shall, to the greatest extent feasible, be directed
to low- and very low-income persons,
particularly those who are recipients of government assistance for housing,
and to business concerns which
provide economic opportunities to low- and very low-income persons.
The purpose of the Section 504
regulations is to prohibit discrimination on the basis of disability
in programs and activities, public and private,
which receive federal financial assistance.
Work Product or Results Expected:
We would need a student intern to assist the department in reviewing
the existing Procurement Policy and finalizing the Section 3 contracting
policy and procedures for all
procurements generated for use with HUD funding. As a result of this
review, the student will assist in
finalizing the Section 3 Plan and aide in implementing the established
goals, standards and procedures
to ensure the objective of the Section 3 provisions are met. Also,
the student will assist the department
in reviewing and revising policies, programs and activities to comply
with Section 504 regulations.
Special
Skills required or Other Qualifications Necessary: Special
skills needed are good writing skills
and the ability to understand and interpret Federal regulations and
provisions.

Economic Growth Internship
Public Finance and Economic Growth Group
Research Triangle International
The
Public Finance and Economic Growth Group (PFEG) is a division within
RTI’s International Development Group.
PFEG provides services to clients in developing countries in a wide
range of technical areas, including regional and
local economic development, local government finance, intergovernmental
finance, sectoral finance, public sector
management, service delivery, and the use of information to promote
accountability. More information about PFEG,

The Public Finance
and Economic Growth Group is seeking a graduate level intern to work
with the PFEG team.
The role of the intern will be to provide substantive support and input
into a variety of internal program-development
projects. These projects will focus on the broad area of economic
growth, with a particular emphasis on local
and regional economic development. These internal projects will
include a number of concrete tasks:
• identifying and documenting both indigenously-led and externally-supported
best practices in the areas of
local and regional economic development
• developing a library of key readings on economic growth
as well as several more open-ended research and writing tasks:
• carrying out research on existing and future donor-supported
economic growth programs
• carrying out research on countries and regions of particular
technical and business interest
• working with PFEG staff to author papers related to economic
growth
The precise set of activities and required outputs will be defined in
consultation with the intern and may
evolve over the course of the internship. Some travel to
RTI’s offices in Research Triangle Park will be required.
We anticipate a commitment of 10-15 hours per week for the period from
mid-September 2007 to mid-May 2008.
