Research and Practice
His research interests include growth management, coastal zone management, integrating the impacts
of natural hazards, sustainable development, and environmental ethics.  Dr. Brower is currently working
to create a graduate course for the Federal Emergency Management Agency’s Emergency Management
Higher Education Project
.

Dr. Brower is also currently working with DCRP graduate students to revise North Carolina’s state and
local hazard mitigation plans.  The foundation for the state’s current plan was based on the background
risk assessment that DCRP alumna Kate Eschelbach (MRP '04) developed.  Kate’s research was
recently acknowledged at UNC’s 7th Annual Graduate Student Recognition Ceremony, where she received
an Impact Award.  The Impact Award is given to exceptional graduate students who have or are currently
conducting research that clearly makes a difference in the lives of North Carolinians across the state.
The research conducted by Dr. Brower and his student’s will provide valuable information to local planners
and guide the state in many years to come on the best way to proactively mitigate natural hazards-before
they strike.

Dr. Brower also has an active planning consulting practice and is admitted to practice law in several states
as well as before the U.S. Supreme Court.  He has served as an officer and on the boards of several state
and national organizations including the American Planning Association and the Growth Management Institute.

Hazard Mitigation and Preparedness: Building Resilient Communities

Hazard Mitigation and Preparedness is designed to introduce students to some
of the major principles involved in preparing for and mitigating the impacts of
hazards in the context of emergency management.  The text defines basic terms
and concepts, and describes the key features and characteristics of various
hazards, both natural and manmade that can affect our communities.  The book
outlines the risk assessment process that is used to determine community
vulnerability, and includes an in-depth discussion of hazard mitigation planning.

Hazard Mitigation and Preparedness also provides examples of various tools and
techniques available to emergency managers to prevent or lessen property damage
and risk to human life caused by disasters.  Several chapters are devoted to
explaining the role of the federal, state and local governments in developing and
carrying out hazard mitigation and preparedness policies, as well as the role that
the private sector can play in protecting economic vitality.

• Member of the NC State Hazard Mitigation Advisory Group.

• Appointed to the SHMAG which advises the state on the preparation and periodic revision of the state hazard
  mitigation plan.

• Serves on Editorial Board of Coastal Management: An international journal of marine environment, resources,
  law and society.

• Serves on Editorial Board of Planning and Environmental Law: Legal issues, legislation and case decisions
  that impact the built and natural environments.
