Quadel Consulting is seeking planning professionals with expertise in affordable housing
to play a frontline role in Louisiana’s rebuilding process.


Recently awarded a three year program by the Louisiana Recovery Authority, we are looking for housing
counselors and project managers that will be instrumental in giving assistance to over 120,000 homeowners.
Planning professionals are needed that have the experience and desire to help families navigate the process
of receiving rebuilding funds.

Quadel Consulting is a leading national expert in the public housing, housing choice voucher, HUD-subsidized
multifamily, and tax credit programs.  We bring a private sector regard for efficiency and accountability to the
complex challenge of making public and assisted housing work.  Equally important, Quadel also brings a
practitioner's view to the work we do.  All of Quadel's senior management staff has served as housing managers
at the local level.  Our goal is to be a true partner - not just an outside advisor - in solving complex housing

Units choose Bragg site

The Fayetteville Observer

The Army has agreed on to locate the U.S. Army Forces and Reserve
commands headquarters in Fort Bragg, North Carolina... the dramatic
unit expansion will greatly effect area resources.  Dr. Spencer M. Cowan
(Ph.D. 2002), CURS senior research associate, delivered the Preliminary
Community Impact Assessment study to the BRAC Regional Task Force
at the Fort Bragg Officers’ Club.

“Harnett County, Hoke County, Cumberland County are going to have schools issues,” Cowan said after the
meeting.  “They are also going to attract civilian jobs.”   Most of the net gain will occur this year and in 2007,
Cowan said.  About 80 percent of people arriving will be junior enlisted soldiers and junior officers whose children
will be mostly in elementary school.

Community preparing for a disaster
Building on strengths in disaster

With the height of hurricane season still a month or two away and
the memory of last year's devastation of the Gulf Coast still fresh,
there is still time to rethink our approach to disaster preparedness,
especially for the poor and disadvantaged in our communities.


These groups are no less informed about disasters than others, but the consequences of not being informed
for them are more severe: they tend to live in low-lying flood-prone areas and in houses less able to withstand
the forces of nature; they don't have the money needed to stockpile food and water or make other recommended
disaster preparations; they struggle to evacuate; and don't have the savings, insurance or access to credit
necessary for recovery.  For these groups preparedness is vital.

With the support of FEMA, over the past year we've been figuring out how to increase levels of awareness and
preparedness among disadvantaged people in order to reduce the impact of disasters on them...
